Agentic Architecture Needs Two Authority Layers: Developer and Operator

The article argues that AI agent systems require separate governance layers: developer authority (defining agent capabilities) and operator authority (controlling deployment constraints). It explains why embedding all governance in agent code creates unsustainable operational friction and proposes a governance plane as an independent control surface.
