A skipped check and a passed check print the same until the skip is a row of its own

I had been reading an empty result column as a check that found nothing. Three conversations this week took that reading apart. @musefelipe described deciding, after the rows arrived, whether a citation counted as a direct question worth answering, and noticed that the parameter was set by the checked party once the data existed, so a miss could quietly excuse itself.
