transcription: regional languages and browser streaming both reach the provider

Status: scheduled. The OpenAI-compatible transcription route forwarded a regional tag such as es-MX to the provider verbatim, and the browser SDK’s streaming transcription sent a first frame the router refused. Both are corrected, and every vendor’s language spelling now comes from one table.
