transcription: forward a vendor's own settings, and set defaults on a key

Status: scheduled. Transcription requests can now carry provider-specific settings, namespaced by provider, on all three routes. An API key can also carry its own transcription defaults so callers do not repeat them, and usage events name the add-ons a transcription used.
