Can a "wrapper" skill check Jira MCP status and route to topic-specific workflows?

I’m building a local Joule Work Desktop skill and would like to understand the recommended path, My idea is to have a single wrapper skill that users install locally. The wrapper would: Check whether the SAP Jira MCP connector is available. If not installed, guide the user to install it.
