When people start saying they’re exhausted by change, the response is often to look at the volume of change itself: slow the roadmap, space out launches, delay lower-priority initiatives, and look for collisions that may be putting too much pressure on the same teams. If change fatigue persists even after leaders have tried to manage the volume, there may be a reason: reducing the amount of change addresses only change disruption, one-half of change saturation. The other half is change capacity—and that’s much harder to see.
