[Android TV][NVIDIA Shield] 4K HEVC Direct Play buffering in newer Plex versions — works on 10.30.8

It’s not quite the same issue in my case, since the buffering only lasts a couple of seconds at most. But I feel your pain! For now, I’ve worked around the issue by installing Plezy, an alternative Plex client that’s working really well so far, with no buffering or stuttering.
