Validate a German IBAN and get its BIC from the Bundesbank register, in Python and JavaScript

The code, not the theory: one Python function and one JavaScript function that check a German IBAN against the Bundesbank register, return the BIC with its source, and decide accept, update, block or reject. Real outputs, a batch loop, and the 402 and 429 cases.
