Introducing tfctl: The CLI for HCP Terraform and TFE

tfctl is a new command line interface for HCP Terraform and Terraform Enterprise that gives engineers and autonomous systems full, safe access to the platform API. It provides a platform operations interface for managing workspaces, runs, and other platform resources.
