Hailo10h card with xilinx pcie

I am trying to use the hailo10h m.2 card with a xilinx fpga. I am having issues when the firmware is programmed and the 10h reboots. The FPGA pcie driver reports “Link Lost” but the xilinx pcie driver does not seem to attempt any recovery after this.
