Optimizing Drupal Core CI

Around 50% of the total cost of running drupal.org , or approximately $1.5m, is infrastructure costs. A significant slice of infrastructure costs comes from drupal.org ‘s self-hosted GitLab, and in turn much of that cost is due to GitLab CI for Drupal core and contributed modules.
