ssh timeout always on sandbox

hello its been a while since I worked with this enviornemt, I’m unable to connect to the IOS-XR always on sandbox. after launching I receive an email with the credentials, it is unclear rather I need the VPN installed and launched to access always on enviornment or just use the credentials given over the internet. I read some threads claiming either.
